President Barack Obama cannot succeed in running the federal government because the United States Congress is "Out of Control."

First, after the failed 1998 audit of federal financial statements by the General Accountability Office (GAO), Congress has not provided the American people with any financial statements to show how our annual budget of over $2 trillion dollars is collected and spent.

Second, Congress continues to eliminate laws that protect the American people, such as the elimination of "Banking Controls" which contributed to the current banking/conglomerate crisis. Then Congress gave billions of bailout dollars to several money conglomerates like CITIGROUP, which previously had been fined billions of dollars for wrongdoing. In addition, Congress does not protect stockholders from theft by CEOs, like the CEO of MEMC Electronic Materials, Inc., who arranged to receive $79,561,523 in total pay for 2007. And the "gambling" use of derivatives has contributed to bankrupting the world's financial system.

Third, GAO continues to report about Financial and Computer Mismanagement, which provides a playground for Computer Hackers and created a "NATIONAL SECURITY CRISIS."

Fourth, Congress does not support federal Whistleblowers.
